Based on analysis, John Verpoorten is assumed to have inked this page or a large majority of it. It is however not confirmed and other inkers such as Frank Giacoia are possible.

I suspect this cover is inked
I suspect this cover is inked by John Verpoorten, not Giacoia. Verpoorten's brush is a thicker and his linework on figures is heavier than Giacoia's, although Magneto's face looks more Giacoia-like. It's also possible that both men worked on the cover, as Giacoia was often assisted by others, usually Mike Esposito or John Tartaglione.
Verpoorten it is
Updated the cover credit from Giacoia to Verpoorten based on expert analysis.
