I will assume after having some of my questions answered that THIS page is what these large cameras shot and then were used in production of the actual book
It seems SOMEWHAT odd to me that THIS one has NO curt and paste be it balloons ot text or anything
I assume then that splash pages are/were treated differently and covers even MORE SO!

The work is done right in the first place. Royer lettered and inked pages are often quite clean.
That Royer used a circle template on that guy's HEAD in panel two? It seems impossible smooth and circular.
Which makes it ripe for a Syd Shores shine effect! ;) I KID! I KID!
Quite possible but not necessarily.
I remember some painful training in art school involving some freehand brushwork, delineating curvy typeface glyphs and Mike Royer's craftsmanship is certainly way beyond average!
