Pulling stunts of their own.

And judging by those glue stains in panels 2 and 5, they caught it and glued a cape on him. Which after a while came off obviously.

Added cape in panels 3 and 4

And it looks like the cape was drawn in panels 3 and 4, with white added (was there White-Out in 1946?) covering the background girders. In addition there seems to be more white surrounding the extended arm and head of Stuntman in panel 3. So as to more clearly highlight the tiny figure or covering some other correction perhaps.

They used white paint back

They used white paint back then.. I worked on a project a few years ago for DC, one of the pieces was a Captain Marvel cover by George Tuska and there was a lot of work covered by white. The board had gone grayer, but the white was still white. Don't see a cape in panel one either.
